Russian gas supplies to the Middle Kingdom will be postponed

Contrary to earlier announced plans, «Gazprom» will not start deliver Russian gas to China by 2011. The main stumbling block in the ongoing negotiations between Russia and China became the price of gas. Meanwhile yesterday, the parties continue to work in this direction, and yesterday signed a memorandum of understanding on cooperation in the sphere of natural gas. «Gazprom» and China will not begin to deliver on time Russian gas to China as it was previously planned in 2011, said at a press conference the Deputy Head of the gas concern Alexander Ananenkov. So the parties continue to negotiate on the price, which was not define yet.

Meanwhile, Russia and China yesterday signed a memorandum of understanding on cooperation in the sphere of natural gas. Such an agreement could be reached as a result of negotiations between the President Dmitry Medvedev and Chinese President Hu Jintao, who arrived in Russia with official visit. In Eastern Siberia and the Far East planning to make a unified system of natural gas production and gas transportation.«Gazprom» will coordinate the implementation of the so-called Eastern gas program.

The head of the Russian-Chinese Center of Trade and Economic Cooperation Sergei Sanakoev believes that the parties were unable to agree on transfers due to financial instability. According to him, in times of crisis, it is difficult to suggest how to change gas prices, so Russia and China are trying to maximize benefit.

Analyst of «Troyka Dialog» Valery Nesterov noted that the share of gas in China’s energy is low. Famine demand for Russian gas will be felt only after 2015. The expert said that China has an agreement with Turkmenistan for the delivery of 30-40 billion cubic meters of gas. The main problem is the ongoing negotiations, according to Mr. Nesterov, that Russian gas can not be cheap due to large distances and high transportation costs. The cost of the pipeline «Altay» will be not more than 10 billion dollars. Experts agree that despite the complexity of the negotiations, the parties did not abandon the deal, Russia will supply gas to China. So countries should agree not only on price, but on the pouts and volume.

The leader of the NRC is ready to bring the relations with Russia to new heights

At a meeting of Chairman of Republic of China Hu Jintao with State Duma Speaker Boris Gryzlov on Thursday stressed the importance of a strategic partnership with Russia and expressed the willingness to “work together to bring relations to a new height.”

“The relations of strategic partnership between Russia and China gathered steam, indicating the new height of political trust, economic cooperation” – said the head of the NRC.

He also noted that on the eve of a very productive talks with President of Russia and Prime Minister of Russia, during which the sides exchanged views on overcoming the effects of global financial and economic crisis, marked the direction of strategic partnership “that brings results.”

According to Hu, “very closely are cooperating parliamentarians.” “This is a very important incentive for the development of Russian-Chinese relations in general”, – he said.

Chinese leader expressed the willingness to “put into the scientific basis of major projects.” Very promising, he believes  is “cooperation in gas sphere.” “Also is important the construction of transportation hubs – like rail or road,” – he added.

In turn, Gryzlov noted that “the relationship between Russia and China are really friendly, constructive.”

According to the Speaker of Duma, a priority area of trade and economic cooperation is energy, long-term development of investment cooperation is also very important to the interaction of adjacent areas – the Far East of Russia and northeast China.

Rapidly and steadily is developing cooperation in the humanitarian sphere.

In October of this year the State Duma will open photo exhibition, for 60 th anniversary of establishing diplomatic relations between Russia and China, said Gryzlov.

During the time of its existence, until the middle of last century, China was a country with undeveloped semi-feudal production and a weak economy. In the industrial development of China was behind the developed countries at 100-150, and it considered as the agro-commodity appendage. However, after the proclamation of the NRC in 1949, the country passed through industrialization, which gave the opportunity for rapid growth of the industry.

In 1946, the share of manufacturing in China was 10% of national income. In 1949 the country had 9 place in the world coal production, 23 place in the cast iron smelting, 26 place in the smelting of steel and 25 in the producing of electricity.

Nevertheless, next thirty years of economic growth in China was really slow. Only in the late 70-ies the fracture occurred in the trends of development, and China reduced its backlog of many countries.

Over the past 50 years in China, built more than 370 thousand new industrial enterprises. Today, China’s factories and plants produces products for the 2.1 billion yuan a day. Coal production was 2.3 million tons, oil – 360 thousand tons, steel production – 140 thousand tons, cement – 455 thousand tons.

Today, China represents 360 industry sectors. China ra
nks first place in the world by the total number of factories and plants. Actively develops the pharmaceutical, auto-building and metallurgical industries. Created such modern industries as electronics, petrochemicals, aircraft, rare metals and trace metals.

Most of the Chinese factories and plants located in China’s major industrial centers of the country, in eastern coastal provinces and parts of Jiangsu, Shanghai, Liaoning Province, Shandong, Guangdong, Chzhetszime.

The oil industry in China has 21% of the production of energy resources. Oil provides about 16% of foreign exchange earnings from exports. The country has more than 32 oil companies, the total oil reserves amount to 64 billion tons. Production of passenger cars in China by 90% is provided by joint ventures with foreign manufacturers such as Volkswagen, Toyota, Peugeot, Citroen, Honda, Renault, Nissan, BMW.

In the area of biotechnology research and development aimed at the dramatic increase in food resources, development of new and renewal of old energy sources, prevention and treatment of serious diseases, the development of waste production and reduction of harmful emissions into the environment.

In the field of Information Technology focuses on the development of technologies that provide significant improvements and widespread use in the beginning of the next century “smart” computer systems.

?Industry of China

The needs of China’s economy is the reasons for the rise of Chinese industrial production, government policies of China and development of private businesses, manufacturing companies and the Development of Chinese manufacturing industry.

For example, in 2004, placing production orders by foreign companies to Chinese companies increased by 73%. This demonstrates the continuing and increasing interest of companies around the world to the Chinese manufacturing market.

Chinese manufacturers who have successfully mastered the field of light and food industries, began to expand their activities in the area of production equipment, and machinery. Chinese passenger cars, trucks and buses are gradually becoming more visible in the markets of developing countries. Promise development of industry in China
